Britain and France Will Dispatch Troops to Ukraine should a Peace Agreement is Reached

The British and French governments have formalized a declaration of intent concerning the stationing of armed personnel in Ukraine if a peace agreement be concluded with Russia, the UK Prime Minister, Starmer, has declared.

Subsequent to negotiations with Kyiv's partners in Paris, he said that the UK and France would "create operational bases in various parts of Ukraine and erect fortified structures for arms and military equipment" to deter any subsequent incursion.

The partner countries also suggested that the US would play the primary role in verifying a halt in hostilities.

Russia has repeatedly stated that any external forces in Ukraine would be considered a "valid objective", but has not yet issued a statement on this recent announcement.

Background and Ongoing Hostilities

Moscow's leader Vladimir Putin initiated a major offensive of Ukraine in early 2022, and Moscow at this time occupies approximately 20% of the country's land.

"This represents an essential component of our vow to stand with Ukraine for the duration," commented Starmer.

Heads of state and senior officials from the "Coalition of the Willing" participated in Tuesday's talks.

Addressing reporters at a joint press conference, the Prime Minister noted: "It creates the pathway for the juridical structure under which British, French, and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and restoring Ukraine's military for the time to come."

The UK prime minister also stated that London would participate in any Washington-directed confirmation of a prospective cessation of hostilities.

Protection Pledges and Negotiation Stances

Lead Washington representative Steve Witkoff stated that "lasting defense assurances and substantial reconstruction vows are vital to a permanent resolution" in Ukraine – alluding to a major requirement made by Ukraine.

He indicated the coalition had "mostly completed" their work on agreeing such pledges "to ensure the Ukrainian people know that when this war ends, it ends permanently."

Jared Kushner, ex-President Donald Trump's special envoy, also participated in the discussions.

At the same time, President Macron Emmanuel Macron declared that Ukraine's supporters had made "considerable progress" at the talks.

He added that "comprehensive" security guarantees for Ukraine had been agreed in the case of a prospective ceasefire.

President Volodymyr Zelensky stated that a "huge step forward" had been made in Paris, but cautioned that he would only view efforts to be "adequate" if they led to the cessation of the fighting.

Recently, Zelensky suggested a peace deal was "90% ready". Finalizing the remaining 10% would "determine the fate of the peace, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the center of unresolved issues for negotiators.
  • Putin has often said that Kyiv's military must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, refusing any concession over how to finish the war.
  • The Ukrainian President has to date ruled out surrendering any territory, but has proposed that Ukraine could withdraw its troops to an agreed point – but only if Russia does the same.

Moscow presently occupies about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk. The two regions form the area of Donbas.

The initial US-led comprehensive framework that was circulated to the media last year was seen by Kyiv and its EU supporters as being heavily skewed in Moscow's direction.

This sparked weeks of high-level discussions – with the involved parties trying to revise the document.

Last month, The Ukrainian government presented the US an updated proposal – as well as additional documents detailing prospective defense assurances and provisions for Ukraine's reconstruction, Zelensky added.
