A budget proposal that would conclude the record-setting funding lapse in American history is advancing toward the House of Representatives for a critical decision on the coming day.

On day 43 of the legislative standoff, congressional members are returning to Washington to vote on whether to approve a upper chamber proposal that would finance public services for the next eight weeks.
